Of course it has to use a particular API but it's just a web application. Any good web developer should be able to create one and the regular fees should apply.

Obviously this regular fees change depending on markets, web developers and your budget.

I'd suggest asking for recommendations, your friends or people on your social networks may have worked with web developers before and can give you some hints.
